If you want to configure a local proxy server but still have the advantage using an external filtering provider here's how you configure squid.

Simply add the following lines to squid.conf

never_direct allow all
cache_peer proxyserver parent 80 0 no-query default

replace proxyserver with the actual host name of the upstream server and change 80 to match the right port.
